This preprint documents ESS-MAI POC002, Bledar Gjata’s proposed AI Authority Entity: an executive competence with a defined duty, law and jurisdiction within a hierarchy. GCL supplies constitutional framing; LIGHT, QUANTUM and SHADOW exercise distinct competences. The proposal is evaluated through an unchanged 719-file native runtime dependency closure from AIGovern-Cyber.
Five user turns follow one case: three operational HOLD/NoVerdict outcomes and two native judgments, (1,1) for a bounded ERA00 claim and (0,0) for a contradictory numerical claim. UCL issuance, distinct Historical/KiE duties, exact transaction replay without a second durable WAL effect, and changed-request rejection are examined.
Why other native routes remain open: historical processing still reports MISSING_EXACT_POSITIVE. KiE completes only its own model-scoped obligation; it does not manufacture evidence for the historical route. Missing candidates or evidence explain the operational HOLDs and are not scientific counterproof. These experiments do not establish general exactly-once execution, all-path correctness, external-agent interoperability or completion of the proposed paradigm. The source-embedded HMAC key does not establish authenticity against a source-aware attacker.
Full Cargo execution returned exit 101: 1,821 passed (including four doctests), one failed and none ignored. The stdout-retention failure is disclosed with a reproduced cold-start mechanism: fresh executable spawn exceeded the 750 ms budget before main entry, whereas warm starts retained output. The underlying host cause is unknown. Release builds, 20 selected tests (overlapping the full suite), and continuity passed. No native code, tests or thresholds were changed.
The author defines the architecture and proposed paradigm; AI tools assisted implementation, examination and documentation, with author review. Independent reproduction and criticism are invited. This is a research preprint, not an independent validation or certification.
