This preprint presents the Formation and Organization Theorem, a hypothesis proposing that material integrity, central acceleration, rotation, orbital motion, and electromagnetic organization in celestial systems may arise from a common central electromagnetic organization.

The model defines cyclic activity on a common one-second time scale and introduces the central parameter K² = rv². It examines the relationship R²g ≈ rv² as a possible mathematical connection between center-directed activity observed at the surface of a celestial body and cyclic activity inferred from orbital motion. The Earth–Moon and Mars–Phobos–Deimos systems are examined as comparative examples. The geometrical representation 4πR²g ≈ 4πrv² is presented as another expression of the same underlying relationship rather than as an independent law.

The theorem further proposes that central electromagnetic organization may possess a spatially structured frequency distribution, with different frequency components occupying different regions and interacting with electromagnetic organizations originating from other central systems. It predicts that solar and planetary electromagnetic frequency components may show measurable intersections or matching regions at particular distances.

The study explicitly distinguishes mathematical consistency from independent evidence of electromagnetic origin. Because some orbital relationships may overlap with algebraic consequences of established celestial mechanics, direct electromagnetic measurements are proposed as the stronger independent test. In particular, time-dependent magnetic-field measurements B(t), spectral analysis, distance-dependent frequency distributions, dayside–nightside differences, and magnetotail observations are identified as potential experimental tests of the model.
