As institutional oversight transitions toward high-velocity automated auditing, a systemic failure occurs when algorithmic "intensity" encounters administrative "fog" (latency). This paper introduces the Sunglasses Protocol, a methodology for Temporal Normalization. Derived from 21 years of forensic field experience, the Protocol addresses the "backscatter" effect-where automated systems generate false-positive cascades by failing to account for the inherent data lag in agency processing. By integrating perspectives on Information Signaling (Ross, 1988) and Asymmetric Information (Admati, 2026), this framework restores human Human Review to the audit process.
