PREreview of ABACUS: A FinOps Service for Cloud Cost Optimization

This paper presents ABACUS, a FinOps-oriented service designed to improve cloud cost visibility, accountability, and budget enforcement in enterprise cloud environments. As organizations increasingly migrate infrastructure to the cloud, managing spend across distributed teams and services has become a significant operational challenge. The paper is well motivated by this practical context and clearly positions FinOps as a necessary organizational and technical discipline.
The primary contribution of the work is the design of an automated system that integrates budget definition, proactive cost estimation, and enforcement mechanisms. Features such as blocking new deployments when budget thresholds are exceeded and providing pre-deployment cost visibility through Infrastructure-as-Code align well with current industry best practices. The paper also highlights the importance of real-time monitoring and alerting in maintaining cost discipline across engineering teams.
However, the paper is largely descriptive and would benefit from a more detailed empirical evaluation demonstrating cost savings, system scalability, or adoption outcomes in production environments. Additionally, comparisons with existing FinOps tools and commercial cloud cost-management platforms would strengthen the contribution and clarify the system’s novelty.
Overall, this work provides a practical system perspective on FinOps-driven cloud cost optimization and offers a useful foundation for future research at the intersection of cloud infrastructure management, cost governance, and automated budget control.
