Building upon the empirical foundations established in the Forensic Intent Trilogy (Rodriguez, 2026), this paper codifies the Systemic Intent Shadow (SIS) Theory. It argues that administrative latency-the temporal gap between a financial action and its systemic recognition-creates a "Fog" in which AI-driven audits produce "Backscatter," misidentifying proactive compliance as fraudulent intent.
