This project proposes a dispersal-based framework for cosmic expansion, interpreting accelerated expansion as an environment-dependent geometric behavior of spacetime rather than a homogeneous background effect. It introduces the Configurational Dispersal Principle and its observable manifestation, Configurational Dispersal Tendency, and explores their physical motivation, mathematical representation, and testable cosmological implications.
